A pathway to permanent residence for caregivers with Canadian experience

General information

Home Child Care Provider and Home Support Worker Pilot programs (not including Québec) accept 2,750 applications plus family members per year, and allow experienced caregivers to work and settle in Canada after having at least 24 months of qualifying work experience

Application process

Process timeline of reviewing the work permit application and
granting permanent resident status after having qualifying work experience in Canada

Application submission
Stage 1

Submit both work permit and permanent resident application to IRCC when eligible with a valid job offer.

Biometrics collection
Stage 2

Receive a request from IRCC for biometrics collection at visa application centers to verify identity and admissibility.

Medical examination
Stage 3

Receive a request from IRCC for a medical examination with panel physicians to provide proof of the health conditions.

Issuance of Work Permit
Stage 4

Application approved, the applicant receives a visa to Canada and will be issued a work permit after landing.

Accumulating experience
Stage 5

The applicant works for at least 24 months as a caregiver in Canada to get qualifying experience for permanent resident application.Work at least 24 months

Get PR Status
Stage 6

Application approved, the applicant gets Permanent Resident status after landing or confirming on IRCC Portal.

Applicants must accumulate experience in Canada as a caregiver for at least 24 months to complete their permanent resident application.

Specific requirements

Important requirements the applicant should note

  • Home Child Care Provider and Home Support Worker Pilot program are a pathway to work and settle in Canada for caregivers, with relevant experience, qualifications or training, to provide support and care to children, elderly persons or persons with disabilities
  • The applicant submits work permit and permanent residence applications at the same time. The work permit will be issued first for the applicant to accumulate Canadian work experience for at least 2 years, and the permanent resident status is granted shortly thereafter.
  • The applicant will be issued an occupation-restricted open work permit that allows them to work for any employers in certain occupations.
  • The work permit and permanent resident applications include spouses, children and grandchildren. Accompanying spouse or common-law will be issued an open work permit and become a permanent resident at the same time.
  • There is an annual limit of 2,750 applications plus family members to each eligible occupation

Immigration Ineligibility

  • Misrepresentation: directly or indirectly misrepresenting or withholding material facts that cause or may cause administrative errors of the government
  • Have failed to comply with any immigration act or regulation
  • Have a family member who is inadmissible to Canada
  • Financial ground: unable or unwilling to financially support yourself and accompanying family members
  • Medical ground: have a health condition that is dangerous to public health, public safety or may cause excessive demand on health or social services
  • Have committed a crime, including impaired driving
  • Membership in criminal organizations for activities such as human trafficking or money laundering
  • National security reasons: espionage, subversion of government, violence or terrorism, or membership of related organizations
  • Violations of human rights or international law such as war crimes, crimes against humanity, or being a prescribed senior official of a government that engages or has engaged in these activities

Job offer

  • Full-time under NOC 44100 - Home Child Care Provider or NOC 44101 - Home Support Worker
  • Work at the applicant's home or in the employer’s home
  • Labour Market Impact Assessment (LMIA) is not mandatory
  • Allow up to 2 private household employers to share responsibilities of the job offer
