Profile submission
Stage 1

Create expression of interest profile with Office of Immigration. The profile is scored and ranked.Profile valid for 6 months

Provincial invitation
Stage 2

Depending on allocation quota, candidates with the highest EOI scores in the pool will be invited to submit the investment application.
Submit application within 45 days

Interview
Stage 3

Applicant is invited to an interview with a provincial official to discuss the application, business proposal and investment terms.

Investment decision
Stage 4

Application approved, the investor signs the Business Performance Agreement with the province, committing to fulfill all requirements.Province reviews in 3 - 6 months

Work permit
Stage 5

The province provides a Letter of support for the applicant to complete their work permit application for business investment.IRCC reviews in 3 months

Business establishment
Stage 6

Arrive in the province within 3 - 6 months after issuance of the work permit and start the business as committed.12 - 24 months in business operation

Decision of Nomination
Stage 7

After fulfilled all commitments, applicant receives Nomination Certificate to support the application for permanent residence to IRCC.
Province reviews in 2 - 4 months

Get PR Status
Stage 8

Application approved, the applicant gets Permanent Resident status after landing or confirming on IRCC Portal.IRCC reviews in 15 - 19 months

If a work permit is due to expire within 30 days, the province may issue a letter of support for the work permit extension.
An invitation to apply does not guarantee the application will be approved or the applicant will be issued the Nomination Certificate or granted permanent resident status.

Specific requirements

Important requirements the applicant should note

Immigration Ineligibility

  • Are living in Canada illegally or in restoration of status
  • Are under removal order
  • Are inadmissible to Canada
  • Are a passive investor (rarely or not involved in day-to-day operations of the business)

List of Ineligible Businesses

  • Any business or individual that has received investment through the Provincial Nominee Program within the past 48 months
  • Bed and breakfasts, hobby farms, and home-based businesses
  • Inn or Boutique Hotel, unless there are at least 5 rental units with a revenue of at least $100,000 per year and lastest annual operating expenses of at least $75,000
  • Payday loan, currency exchange, cash machine businesses
  • Pawnbrokers
  • Sale of used goods (excluding collectibles, or where the business provides value-added services such as repairs, refurbishing, or recycling)
  • Real Estate Development, unless deemed to be a significant economic benefit to the province
  • Real estate, insurance or business brokerage
  • Start-up businesses, unless incorporating from an existing business with an investment of $150,000, operating independently without reliance on the original business, and the owner has relevant expertise in the new business
  • Businesses started for the sole purpose of gaining access to immigrant investment through the program
  • Professional practices, financial services, and consulting services
  • An entity that cannot issue shares
  • An entity as described in IRPA 87(6)(a)
  • Any businesses that tend to bring the Nominee Program or the Government of the Northwest Territories into disrepute

Basic requirements

  • Between 21 to 59 years old
  • Have education equivalent to Canadian high-school
  • Net worth after debt deduction is greater than $600,000 CAD
  • Intend to live permanently in Prince Edward Island to own and operate the business and bring substantial economic benefits to the province
  • Have work experience as a business owner or senior business manager

Minimum CLB 4, assessed by 1 of 4 language proficiency tests within the last 2 years:

Investment requirements

  • At least $150,00 CAD within 12 months after arrival in the province

Business requirements

  • Live and work in Prince Edward Island at least 274 days a year
  • Operate the business for 12 consecutive months
